Chang Zhao

Chang Zhao leads the Space and Earth Science Division while driving growth, innovation, and mission delivery across critical federal programs. She provides strategic leadership for business development, contract execution, and performance excellence, and has built long‑standing partnerships with government customers and industry collaborators.

Chang serves as Program Manager for multiple Entarian IDIQ contracts supporting the Fisheries and Weather domains. She works closely with five NOAA line offices—NMFS, NOS, NWS, NESDIS, and OAR—as well as NOAA Headquarters and several NASA centers. Her portfolio spans satellite instrument calibration and validation, prediction systems for climate, water, and weather indicators, sustainable fisheries and habitat conservation, Earth science, and mission‑critical IT capabilities spanning cybersecurity, cloud services, and software engineering. 

Chang built a reputation for delivering high‑value, mission‑focused solutions at the intersection of science and technology. With deep customer insight, strong technical acumen, and proven executive leadership, she has driven advancement in several of Entarian’s most innovative offerings, leveraging artificial intelligence, machine learning, and cloud technologies to enable more resilient and data‑driven government operations.
